Summary: A plan from 1996 that examined the issue of homeless alcoholics and addicts. It is interesting to compare the advances (or not) made in the last 10 years to address this growing issue.

Summary: A New York Times article (7/11/06) on a Seattle initiative to provide homes for homeless alcoholics. They do not require sobriety to get a spot, which rankles moralistic conservatives. The reason is economics: it costs less to house them than what is currently spent on health care, detox and criminal justice. And perhaps, in the long run, with a move away from the moralistic perspective and an acknolwledgement that addiction, particularly in the chronic population, requires comprehensive, sustained care.
